Rural communities in the San Joaquin Valley are underresourced and underrepresented, resulting in inadequate infrastructure and services such as potable drinking water, sewer systems, safe housing, public transportation, parks, sidewalks, and streetlights. Low-income communities in the San Joaquin Valley, like Lanare and West Fresno, have historically been ignored by local government and influencers. Leadership Counsel works side-by-side with community leaders to build their capacity and provide technical support as they navigate complex political systems. Led by Phoebe Seaton and Veronica Garibay, Leadership Counsel unites communities experiencing similar issues and elevates their concerns to the state level though legislation.
